Hugo Fraud and Where We Go from Here

The author himself is misinformed heavily. I worked a senior management level in China for an internet company until a few years ago (pre-COVID). There is no overt demand from the Government to censor or a list of what to censor, you are suppose to do the proper thing. If you don't then you get penalized.
