Sure, it's not multi-tiered local government. For now. But what exactly are the upsides to trying to create a whole new level of government, from scratch, for an exists-only-on-paper city?
(And FWIW, Wikipedia notes that Solano County votes heavily Democratic. So Libertarian types might be pretty scarce on their Board of Supervisors.)
