Maybe true. But then if it's just about development it's a rather mundane old chestnut about reckless engineering versus good software engineering etc. Granted, that's a different discussion and we can see the tide turning now in terms of regulation and mandated software quality.
Sure, the Post-Office/Fujitsu scandal, Boeing etc, show how bad software actually ruins lives, but for the most-part the externality imposed by the reckless software engineer is measured in "hours of minor inconvenience".
That said.. I wonder if you did a ballpark calculation of how much harm lies behind the Google Graveyard [0], whether the cost of what is broken outweighs the benefits of it ever having been made?
