If all "recalls" where this simple to fix, the word "recall" wouldn't carry the same negative implication. I'd call this a "re-mod" - quick upgrade repair or modification to existing software.

Want an actual recall? Replacing every single Tesla tire due to unwanted and excessive wear. That would be an actual recall.
