Only when companies (who are for profit), and ISPs (who are for profit) buy new hardware, and config it for ipv6, will change come.
Projects aren't the real problem.
For my ISP, it's not just about the hardware, it's their provisioning software that needed replacing. It has to be simple for their support to understand how IPv6 is given to customers.
IPv6 has been around for 30 years and well supported by switching and routing vendors for 20. What hardware is out there today that does not support v6?
Crappy hardware?
My point is, software typically isn't the problem.
