Can I Download Windows 11 Image officially on Microsoft and use fake active code to active it or does it only active via original license?

You need a real code. They put a lot of work into making sure that fake ones don't activate.

even KMS Activator(or other activator) wouldn't work right?

you can use fido to download all the images https://github.com/pbatard/Fido
