How do they segregate these sophisticated hackers from regular society? I suppose they must live in some kind of designed space, where they can keep with technological developments and global information.

That's not how North Korea works. You have access to what the state allows you.

I'm aware, but in most countries the rich will self-sort despite less severe state control.
