It's about as close you'll see to just plain hypertext nowadays.
There's really no point in saying it doesn't need mobile friendly layouts. It also doesn't need vr support or gpu rendering.
The point of mobile layouts isn't that you must enforce them on every dev to support every mobile browser. It's that if your site needs different functionality for mobile, you can do that.
This dev is just ranting against features they don't like and don't even use or need.
But there's also something we can learn from this page: Specifically, what is a bad attitude to have towards change? What are the kinds of changes we need to anticipate?
And even though it's okay to decide that we aren't going to support some new technology, how we deliver the message helps our credibility. (He claims to be a computer science.) If this guy was using a CMS, he probably wouldn't need to worry about supporting mobile browsers. I think if all he said was, "I like making my HTML by hand and I don't have time to rewrite it all," his tone wouldn't be as insulting.
Sounds like a conservative kook.
I try to respect everyone's opinion regarding those matters, but it's really hard when there are people who deal in absolutes and can't respect other peoples' opinions.
Unfortunately, mixing politics and religion is a poor choice. I don't think God chooses sides between republicans and democrats, or whatever parties happen to be common in your country or time that you exist.
