We'll forever be battling nature. Far better to try these things, and to pay people to get outside and experiment, than to wear ribbons, change avatars and make 'ultra serious' short video clips.
The Qattara Depression project is another interesting project, which claims it could decrease sea levels by filling in the Qatarra Depression in Egypt, while generating shitloads of energy and potentially greening parts of the Sahara.
The world is going to be different in 100 years time. We must accept it. But if we stacked projects like this, we might buy ourselves enough time and knowledge to have a far more comfortable adaptation which doesn't result in civilizational collapse, and which sets us in better standing for 'the next big looming threat'.
To freeze water, heat must be removed. So where is it going to? The atmosphere to add to rising Arctic air temperatures? To the sea so that it melts the ice from below, and negating the whole exercise?
