Those people are culpable for their actions, but they did so in a system that made doing the wrong thing easy, and such shortcomings will lead to another case like this.
Just for the “but they’re a private company” crowd: the company is wholly owned by the government and there is a minister whose responsibilities include postal affairs which includes the Post Office
