Ask HN: Non-Code Dependency Language?

I have had this idea to track non-code dependencies like database tables, files, external APIs etc.

I am curious if there a human/machine readable language that can represent these?

Big picture, I would like to have a way to track many dependencies across repos to know if something changes, what is impacted.
