So maybe cities? Starting with the one with highest per-capita use. Which one is highest on that list, LA maybe? Lots of traffic, lots of concrete and other high-CO₂ materials.
Quite a few companies serve the general public and avoid making a choice out of principle, ranging from a three-person legal partnership that follows the "taxi rank" principle to a supermarket chain that sells food (or knives!) to everyone. Those don't choose their customers, they serve anyone who walks through the door, to the limits of their capacity.
If you want to blame them (and I don't) for the ultimate outcome of their efforts or goods, then I think you ought to reject e.g. the taxi rank principle for lawyers, as well as the principle that anyone can walk into the nearest shop and buy things for cash, without identifying themselves.
(The taxi rank principle, if you don't know it, says that lawyers accept anyone who walks in through the door, assuming they have free time and the new customer can pay or has legal assistance. It's an important part of "anyone has the right to legal representation".)
They also put out disinformation and lobby politicians..
That's not to say that we're not personally responsible though - we are. We were warned and did nothing.
