So the root problem, at least according to the way the mayor frames this issue, is the inconsistency between the policy in the netherlands and in other countries, the policy in the netherlands is supposedly working great, but people traffic drugs in the netherlands to move them to other countries.

Now if there only was some sort "union" of countries that could decide on consistent drug policy ... a "european union"? But the mayor talks about international institutions only to complain about international pressure on the netherlands.
