Intel was (and is trying to become again, an engineering company). It was run far too long by bean counters and business executives too far removed from engineering.
Tech development is not kind to incompetence. Now that shipping times for AI related hardware are out beyond year in many instances, the incumbent players have dominance - a position they're unlikely to loose for several years.
