It's the opposite. Minorities are being pushed out.

From April 2020 to June 2022, the population of all major racial and ethnic groups declined after a decade of increases, but did so at varying rates. White and Black populations in the city fell 6.7% and 6.0% respectively — greater than the overall population decline — while the declines in Hispanic (5%) and Asian (2.5%) New Yorkers were smaller.
