This description seems like it could fit quite a few other disasters in different business-areas. Manufactured hype is taken as social-proof that something fundamental changed.
The founder/CEO from Kentucky got a business degree, moved to D.C. to work as a contractor on renewable energy projects and then in 2018 Congress passed a farm bill, to distribute over $40 million in grants to controlled environment agriculture. Just grifting taxpayers through the public/private revolving door, happens all the time. Maybe this story is especially interesting because it involves a startup and agriculture. If it were some military or management industry grift, it'd be just another Thursday.

I don't know if you've ever organized a group of people... If you want everyone to be together and ready to go by 8:00am, you will have to tell them to be ready by 6:00am. Else you will be late waiting for someone. The consistently wrong estimates you point to are exactly that. Else they wouldn't be consistent.
Again, where you see failure, I see effective management practice. Why do you think that is?

Happy to hear other analyses :).
(If in doubt, the reason for any widespread and stable set of beliefs is usually economical in nature.)
The irrational takes regarding immigration IMO are the ones suggesting immigrants are a unique source of increased crime, despite data analysis suggesting otherwise.
