That exists, actually; you're looking for systems like https://libre.computer/products/ that support UEFI by default, so you can just grab a generic OS image and have it work because device enumeration works the same as on PC and not the... "interesting" hard-coded stuff that's weirdly common in ARM. The official marketing is ... I think this is it?
