Artificial intelligence act: (EU) Council and Parliament strike a deal

Executive Summary (generated by AI)

Today, the European Union (EU) Council and Parliament reached a landmark agreement on the first-ever global rules for artificial intelligence (AI). This groundbreaking regulation, known as the Artificial Intelligence Act (AIA), marks a significant step towards ensuring that AI systems are safe, trustworthy, and aligned with fundamental rights and EU values.

The AIA establishes a robust framework for regulating AI across the EU, covering a wide range of AI applications and addressing potential risks associated with this rapidly evolving technology. Key provisions include:

- Principle of Safety: AI systems must not pose a serious risk to safety or fundamental rights, such as discrimination, manipulation, or privacy violations.

- Transparency and Explainability: Developers must provide users with clear information about their AI systems, including how they operate and how they process data.

- Human Oversight: High-risk AI systems, such as those used in autonomous vehicles or criminal justice, must have mechanisms for human intervention to prevent or mitigate harm.

- Due Diligence: Developers of all AI systems must conduct thorough due diligence assessments to identify and mitigate potential risks.

- Market Surveillance: The European Commission will enforce compliance with the AIA and take action against non-compliant AI systems.

- Investment and Innovation: The AIA also includes provisions to support investment and innovation in AI in Europe, aiming to make the EU a global leader in AI development.

The AIA is a significant step forward in ensuring that AI is developed and used responsibly in the EU. It balances the need to harness the benefits of AI with the need to protect fundamental rights and safety. This landmark legislation is expected to have a profound impact on the global AI landscape and pave the way for a future where AI is used for the benefit of humanity.
