Either it's a jobs program for lost causes that wouldn't be able to find a job anywhere else (TSA?), or an offshore boiler room right next to the tech support scam call centre. Either way doesn't bode well for quality.

I wonder if there's an explicit quota of rejections, or an implicit one ("look at how many dangerous plates we reject - what would you do without us?") that contributes to completely nonsensical rejections in addition to baseline stupidity?
