A Postgres task queue implementation

Saw a thread discussing Postgres queue tech a couple weeks ago, but I couldn't find a fleshed-out implementation, so I decided to build a little prototype.

Interested to see in what ways people could improve this. I followed some of the principles and terminology of beanstalkd which I used some years ago, but seems to have fallen out of use.
