It's not just a matter of buying one, if I recall correctly. There were a lot of customs issues with its non-obvious vehicle classification.

Can it not fall under the same bucket as golf cart or an oversized powerwheels

The Wink vehicle is from a New York startup, so it's designed street legal for America day 1 :)

This would be extremely limiting in many parts of the USA.

You aren't wrong, but small town USA is the perfect market for these. My entire town is 20-30 MPH and only 1300 people.
