Powerful person abusing connections to take down an influencer's page; what do?

I have an acquaintance I know through a friend who is a social media influencer. He’s never done anything wrong or broke any rules on Instagram, super sweet guy. There’s a social media agency that did him dirty and took his money and he exposed them. This other person who owns this agency in their country is a person with powerful connections with people who have services to do his bidding like mass spam death threats, dirty comments, etc.

Today as revenge he took down my acquaintance’s Instagram page. This is my acquaintance’s only livelihood. I’m not quite sure if the malicious powerful person had his people employ mass reports to his account or had someone inside Instagram EMEA (yes it’s happened before to someone else) to take down the account but it happened. Can someone please tell me how I can help him contact Instagram’s actual employees about this here in the states? I don’t know who to ask, this is a serious matter and any word of advice would definitely help. Thank you
