Microsoft develops and sells endpoint control systems. Providing AI blocking functionality will be heavily requested and Microsoft is famous to dog-food their own stuff. It isn't even a mild stretch to believe this was a mistake, they're literally building the thing into Windows 11 (ChatGPT and CoPilot are one and the same)

TLDR: It was a mistake and they unblocked it as soon as they found out about it.
