I wish district heating was more of a thing in the US.
Unlike a steelmill, A datacenter could go anywhere. so why not plant it in an urban neighborhood, heat up water, and pump the hot water around the neighborhood through a hot water network.
Any occupied space could be heated with hot water in the winter and could rely on the hot water for their hot water heating. The datacenter gets a lot cheaper cooling bill. It'd effectively be geothermal cooling on steroids.
