Citi to Pay $25.9M for Discrimination Against Armenian Americans

There are issues with fraud rings using synthetic identity and other fraud typologies including out of Glendale, CA. (https://www.ice.gov/news/releases/los-angeles-area-man-plead...)

But why Armenians, specifically? I assume there's some ethic stereotype I'm not familiar with in play here.
