One element of the plan is to excise that responsibility from the journals, splitting the roles of
peer review editor and
curation editor. A peer review editor would work as part of an arXiv / bioRxiv / medRxiv / eLife type platform where submission and peer review would take place. Journals would then exist either as curated collections or as an
overlay journal.
