Allocating all the environmental cost to the first owner is an issue with your accounting model, not electric cars.

It would make more sense to amortise over vehicle lifetime regardless of owner.

That said, electric cars are greenwashed beyond belief.

Being slightly better for the environment than combustion doesn't make them better than bike/train/bus.
