Why isn't Gnudb.org database free to download?

>We grant You a limited license to access and make personal use of the gnudb and not to download or modify it, or any portion of it, except with Our express written consent. This license does not include commercial use of gnudb.org, including its contents, or any derivative use of the gnudb.org, including its contents, or any use of data mining, robots, or similar data gathering and extraction tools.

Other than the "gnu" in its name, there is nothing that indicates that this service has anything to do with free/open source ideals.

Unless the people behind Gnudb are active here (and actually have read this post), I'm not sure you'll get an answer. I'd say try getting in touch with them, but there's no contact information on the website.

You could just ask them: info@gnudb.org
