Society needs a better mechanism to eliminate unnecessary laws and regulations, and legislation needs version control.
That doesn't seem unnecessary. You need something visible at a distance to warn of reduced headroom. It might make sense to update it to require something reflective, but hanging a standard something there does make sense.
