What was Elon Musk’s strategy for Twitter?

My assumption is that he is trying to destroy it in a way that makes people dislike the entire platform (so a duplicate can't just spring up in its place and directly replace it).

Twitter has the potential to change power structures in the world due to its system, allowing people to track the actions of politicians and rulers in simple to digest, bite sized text blurbs with links to verifying details.

Now it's split up, people are fleeing to several alternatives, rampant distrust and misery abounds, and the entire platform has become rickety and unreliable.

This is a good thing for the current powers and principalities who want to remain unchecked in their actions.

Add to that a constant news stream of terrible horrible no good very bad things so people stay upset about events completely out of their control while also bombarding them with how good other people have it and you have a disassembled, weak, and easily controlled global population with no central structure or unified core.
