You know an empire is marching towards its expiry date When the administrative state gets so heavy that they have to spawn new agencies for rather mundane tasks.
Think of it like software, and security vetting process is like a cross-cutting concern. It makes sense to factor it out into its own agency rather than have (although this still persists a bit) every sponsor doing their own process.
On Oct. 1, 1980, the Industrial Security Program, the Key Asset Protection Program and the Arms, Ammunition and Explosives Security Program were transferred to the Defense Investigative Service (predecessor to DCSA) from the Defense Logistics Agency. #DCSAHistory
Looking at their website it seems they mostly do the vetting process, but seems there's potentially many other things under their umbrealla as well.
