Though it has certain similarities to "swatting" or "joe-job" attacks, leveraging false reporting or false attribution to impose harms on others through defensive, protective, police, or legal mechanisms.

I suppose it's privilege escalation in some sense.

There's a chance the perpetrator has simply compromised a legitimate copyright authority's account.

It's definitely disturbing that "basically anyone" has the capability to participate in this sort of censorship though.
