Nice expensive waste of money, Russia. GG.
For anti-tank missile targeting systems I could understand, since that might involve illuminating the target with a laser, but is it really that common for binoculars and scopes to emit light?
But anti-reflective devices have been designed, sold, and presumably used. These devices are designed to mitigate against human eyes.
Modern cameras are way more powerful than the human eye. Even if you only get a glint without an exact location, that in and of itself is invaluable because:
1) You know there's a sniper in the area (or, well, there's something with optics in the area at least)
2) Maybe (?) an array of these could triangulate the position from a brief series of glints collected by multiple detectors; every datapoint becomes significant
At the very least, the officers would know to keep their heads a little lower for a few days.
