A method to permanently activate Windows and Office based on the unique hardware ID was patched, however methods that require installation like KMS and KMS38 activators are still working. What HWID activators allowed was for activation to persist even after completely reinstalling Windows (provided it was connected to the Internet), as Microsoft would mistakenly believe that that install for the given hardware ID was genuinely activated.
