ahhh so it's a parody of an actual business, that does in fact perform this service!

The photos looked a bit too real to be a full parody. I in fact lived on one of the streets in the photo, and it looked accurate.

Definitely reads as satire. But does need some translation.

English:

"As a US citizen, you shouldn’t have to endure the sight of fellow US citizens left to fend for themselves."

It's satire, but just so on the nose.
