Pretty sure letting population enter freefall will start a race to the bottom that will destroy any country.

Yes, they should be working to encourage more native women to have children. You can't immigrate your way out of a population decline.

Of course you can. Why couldn't you?

Because you end up replacing one population with another. In other words, the remedy is worse than the disease.

Seems like you just end up with a mixed population that eventually just becomes the new "native" population.

A population decline doesn't lead to a race to the bottom. Less people means the economic output is likely to shrink in absolute terms, but it doesn't have to shrink in per capita terms. On the other hand, less pressure on natural resources, less pollution and less people overall makes arguably a nicer environment to live in.

What it leads to is a massive elderly population that the young population is unable to support, and a falling GDP, falling house prices, etc.
