Survivorship bias? If it were a car you wouldn't be around to tell the tale.

Surely the issue is the scooter on the pavement, not the fact that scooters are allowed.

I'm sure they would've died if they got run over by a train or a plane too, but unlike either of these scooters are actually common on pavement.
