Perhaps I just fail at reading yet that's what it reads like.
Government employees misusing power due to lack of accountability and proper checks and bounds? Color me shocked. /s
However, AMLO has been much more effective in transforming the state to his liking: he purchased the loyalty of the military with infrastructure projects and he's completely gutted the civilian federal law enforcement apparatus and re-hired all the federal police into a new agency with management loyal to his political party. The security organizations of the Mexican national government are effectively under single-party control at this point.
But when it comes to pesky journalists asking questions, the new party has the same (if not less) patience than the last one. Expect to see more spying in the future on anyone who isn't towing the party line.
Enrique Peña Nieto continued using it.
Andrés Manuel López Obrador promised to stop it and is now alleged that he didn't.
How do the journalists know who is responsible for infecting the phones?
