Did Huawei already develop its own 5G chip to get around US sanctions?

So does the 3GPP not develop RAND open(ish) standards? I mean rhetorical question: they do. So.. this is "Chinese Chip fabs 1 tier back from TSMC prove they can make viable FPGA and other specific purpose SDH chips for 5G" which is "yea.. we expected that" surely?

What did anyone think trade restrictions would do, to a nation which depends on technology production as a significant economic driver and has older, but none the less pretty good Fab plants onshore?
