LibreOffice 7.6, what comes next, and what the end of the 7.x releases means

I wouldn't describe it as mature. Every 6-12 months I check to see if their character set support is fixed and it never seems to make any progress.
It pretends to support code pages it doesn't in fact support. I believe this is a violation of, e.g., the RTF spec, but more simply it gives users the perception that the results are accurate when they are not, which could lead to data loss.
Let me know when LibreOffice catches up to WordPad.
Have you filed a bug report?
I can't read Arabic so I am not sure what to make of your screenshot, although I can see there's a problem.
But I don't know what OS that is: it looks like Win 7, with the theming turned off, or something similarly old -- where I might expect breakage. (If it's ReactOS I am surprised it runs at all, TBH.)
Does it do what you want on Win10 or Win11, or on Linux or macOS, in a recent-enough-to-be-supported version? Does it make a difference what system locale you are using?
And if it somehow were related, that would be an even stronger indicator of immaturity and poor code quality than its half-baked support of an older character set.
Nevertheless, here it is on Windows 11. I also zoomed in and changed the font, and you can clearly see that LibreOffice just doesn't know what to do with angle quotes in CP708.
If something matters to you and you need it to work, then make sure that the developers know that. Communicate it. That is how FOSS works.
If you don't, you lose your rights to bitch about it. That's also how this stuff works.
Nonetheless, upload the file and I'll try on Linux.
I don't think it's rude to point out facts. YMMV.
I have no bug to report, no axe to grind, and no file to upload anywhere. I can read Roman, Cyrillic (very poorly), Greek (rudimentarily and unreliably), and a literal handful of Kanji/Chinese.
I can't read Arabic or any Semitic script, and I am not able to judge any problems with its rendering.
If you want to investigate this apparent issue, then great! But it's not me reporting it, not my file, and it does not affect me.
You will need to talk to @torstenvl about that. Since this was about 2 weeks ago now I doubt he will notice these replies.
