Or maybe this is the fate of the industry gorilla? The other company that falls in this relaxed camp is Microsoft. I am sure there are others.
I also don't think most people are slacking at G. I'd assume most people put in 40 hours a week, many 45 or more, and some maybe in the 30.
This is just a bad manager. Likely this person would have been PIPed after the next review cycle. G is slow to get rid of bad people, but unless you have a a bad manager, it'll happen if you're only doing one thing a week.

If the workplace allows for it then that's how it is, though I think it's a bad idea to go out and talk about it. I think this person feels pretty proud about his slacking off, which I'm not saying it isn't an accomplishment... but you're better off keeping it a secret.
Seems low for Google unless that doesn't include RSUs etc.
