Did you report this to their security/fraud/legal team and what did they say?

just fwd'd it to phishing@paypal.com but if you search their community page, you will see there is a ton of service@paypal.com complaints: https://www.paypal-community.com/t5/forums/searchpage/tab/me...

If this is a genuine invoice, then this whole thread is moot.
