I've been alive for many such moral panics: LSD, heroin, angel dust, crack, meth, krokodil, fentanyl, at least.

Until we change our drug laws it is a moral panic because they rest on concepts of self control and criminalization of its wanting, deterring people from getting treatment, telling them that it’s their own failure of character if they can’t keep away.
Who's panicking exactly? Most people don't give a fuck. Population control.
