Are your software milestones constantly changing?

I work at a very large organization, and it feels like the organization keeps cycling through terminology to discuss software features and milestones! Is this normal or dysfunctional?

We break down the larger product roadmap into epics, and then after a month or two the initiative name changes, and then we tweak the names of the epics, and then another month later the initiative name has been changed back to something similar, and it just goes in circles!

Should I quit my job?
