The article seems to conflate a Statement Of Work (SOW), a scope discussion document, and a Work Breakdown Structure (WBS).

The goal of a good SOW is a clear complete agreement. A good SOW leads to starting development, such as via agile/XP/RAD/etc. or functional specs or kanban tasks etc.
