Is There Any TPU Availability on Google Cloud?

I am doing a new startup and recently received a very generous cloud credit package from Google as part of their cloud setup, but for the life of me I can't launch a single TPU-VM due to availability issues! I get "There is no more capacity in the zone \"us-central1-b\"; you can try in another zone where Cloud TPU Nodes are offered" no matter the region or TPU configuration I try. My google contacts (sales and sales engineer) appear largely baffled by this as well. Have other people managed to successfully launch new TPUs lately? Have you seen this bad of availability issue?
