Excuse my ignorance, but is this actually implemented anywhere else? I could find that maybe WhatsApp uses it, and that Signal has their own version of it.

The act requires some chat interoperability.
It would make sense for Google to try set the standard itself.
But this is just a guess for which I've got absolutely no proof.
