I learned about this cooling effect thanks to an old startup called Wristify (I think they are called Embr Labs now).

You can buy the Embr Wave online right now for about $300.

I tried one a year or two ago and it definitely does create a small cold spot on your wrist. It was marketed as a therapy for hot flashes but my SO had no interest in it.
