This is signaling. Macron can't blame "the migrants" because that's not socially acceptable (without giving credit to his political rivals), but most of them are disgruntled younger (compared to native Frenchmen) men. This is how he can point the finger at their demographic without having to actually do so. Perhaps ironically, this IS a racist dog whistle.
