Cellphone traffic in downtown San Francisco is now 29% of pre-pandemic levels

I wonder if/how they normalized the cellphone population across a 3 year interval. iOS and Android have been expanding tracking protections so that could bias the measurements.

Could it be because more people are working remotely, thus transmitting the traffic via home internet instead of relying on cell towers during commutes?
